Two major constitutional proposals have been before Malaysia's Rulers. Bernama reports that the 273rd Conference of Rulers meeting at Istana Negara discussed proposed amendments to limit the Prime Minister's tenure and to separate the roles of the Attorney-General and the Public Prosecutor. The two-day meeting began on Wednesday and was chaired by the Sultan of Perak, Sultan Nazrin Shah.
According to the statement from the Keeper of the Rulers' Seal, the Conference deliberated on a consultation paper about the Constitution (Amendment) Bill 2026, which proposes limiting the Prime Minister's tenure. It was also briefed on the Constitution (Amendment) (No. 2) Bill 2026 on separating the AG and PP roles, as well as proposed amendments to Section 97 of the Child Act 2001. The King, Sultan Ibrahim, attended the second day with Prime Minister Anwar Ibrahim.
Other items included security and defence briefings by the police and armed forces chiefs, an economic briefing by Economy Minister Akmal Nasrullah, the appointment of a Special Court judge, a new chairholder for the Institution of Malay Rulers Chair at UiTM, and a proposal to expand the audit of zakat funds. A separate Bernama report earlier said Tuanku Muhriz of Negeri Sembilan would not attend, which is part of an ongoing state dispute.
Why does it matter? A term limit would change how long any leader can serve, and separating the AG and PP roles is often argued to strengthen prosecutorial independence. The statement says the Conference discussed and was briefed on the proposals, not that it approved them, so the process still has steps ahead, including Parliament.
