Economy Ministry Unveils Circular Economy Framework, Plans a Data Centres Bill and Lists NEAC Priorities

The Economy Ministry made several announcements in one day. Bernama's latest headlines report that it unveiled a circular economy framework to move away from the traditional model, that a Digital Infrastructure (Data Centres) Bill will be drafted and tabled before the Cabinet next year, and that the National Economic Advisory Council is looking at three strategic policy priorities for driving sustainable growth and strengthening economic resilience.

A circular economy aims to keep materials in use for as long as possible through reuse, repair, recycling and better design, instead of the traditional take-make-dispose pattern. A framework usually sets out goals, responsibilities and incentives, and it can affect industries ranging from packaging and electronics to construction and food. This week another report said that Malaysia generated 13,743 tonnes of battery waste between 2021 and 2025, which shows why such policies are relevant.

The data centres bill is also timely. Malaysia, and Johor in particular, has attracted large investment in data centres, which consume substantial amounts of electricity and water. A dedicated law could set rules on licensing, energy use, security and environmental standards. A separate headline today reports a Jati Tinggi unit securing a RM30.10 million contract for data centre works in Johor, showing the industry's growth.

I have only seen the headlines, so the details of the three NEAC priorities and the circular framework are not available to me. Citizens and businesses can look for public consultations, which are usually part of drafting new laws. For readers, the key point is that economic policy is shifting toward sustainability and digital infrastructure at the same time. Watch for the publication of the framework, the timeline for the bill and the reaction of industry groups and environmental organisations.
