A public appeal from Washington to people in Cuba has raised eyebrows. CBS News reports that Secretary of State Marco Rubio called on Cubans seeking positive change to work with the CIA, and that the agency posted a video on X showing the steps needed to contact it. The story was published on 24 October, and I have only seen the headline and summary.
Intelligence agencies rarely advertise how to reach them in such a public way, though they have done so occasionally for audiences in countries such as Russia and China. A video explaining secure contact methods suggests that the United States wants to reach people with access to information or who oppose their government. I do not know the details of the instructions or what the agency is asking people to provide.
The announcement is likely to be controversial. Supporters may see it as an effort to support people who want political change in Cuba, while critics may view it as an interference in another country's affairs that could put individuals at risk. The Cuban government is likely to respond strongly, as it has historically accused the United States of attempts to undermine it, and I have not seen such a response.
Safety is an important question. People who contact a foreign intelligence agency may face serious legal consequences in their own country, and the digital methods suggested may or may not protect them. Readers should treat claims about security carefully. Relations between Washington and Havana have been tense for decades, with sanctions, travel restrictions and disputes over human rights. Watch for official reactions from Havana, for any further statements from the State Department and for analysis from experts on Cuban affairs.
