Budget 2027 Debate Enters Final Stage: Ministers Wind Up This Week, Committee Stage Starts November 2

Parliament’s most important debate of the year has reached its next phase. After eight days of policy-stage debate that ran from October 12 to 22, 2026, ministers are scheduled to deliver winding-up speeches in the Dewan Rakyat from October 26 to October 29. The committee-stage debate runs from November 2 to 26, after which the Supply Bill 2027 will be put to a vote. The current meeting of Parliament is scheduled to sit for 37 days and finish on December 8.

During the policy-stage debate, 75 government and opposition MPs spoke in the first four days alone, raising issues including healthcare, school safety, technical and vocational education, exports, haze and unpaid share redemptions owed to more than 9,000 members of Koperasi Permodalan Felda. Some government backbenchers also complained about the absence of ministers in the chamber. Other MPs urged the government to exclude high-income earners from cash aid programmes such as SARA and BUDI95, so that more money can go to those who need it.

Political context hangs over the budget. Analysts said Anwar appears mindful of the 16th general election, which must be held by early 2028, and one Malaysian outlet reported that a Sarawak state election could be called within weeks of the budget’s passage. The Melaka state election on November 14 will fall in the middle of the committee stage, so the debate may take on a campaign flavour, particularly on subsidies and cost-of-living measures.

The numbers are not expected to change much. The government has a comfortable majority, and budgets are traditionally passed. The more important questions concern the detail of ministerial commitments made during winding-up speeches, including timelines for aid disbursement, the rollout of the minimum wage increase, and implementation of targeted subsidies.

What to watch: ministers’ replies on fuel subsidy costs, the status of the Waze ban and TuJu, the Negeri Sembilan constitutional dispute raised in the House, and any opposition challenge to the Supply Bill. Parliament’s portal publishes the daily Order Paper.
